Still, love to help.

have you tried re-installing? Restarting? Temporarily disabling any antivirus/antimalware programs?

I'm sure we could at least try to help, it isn't a lost cause.

Some possible fixes (I will just edit this as I go along.):
-Checking to make sure your date and time is automatically synced, rather than manually set (This shouldn't be an issue, but try)

-Enable DEP (Run cmd as Administrator) (Data Execution Prevention) [This is the thing that fixed it for me when I had this issue]

Verify Integrity of Game Cache


-Verify Integrity of Game Cache

-Clean your steam folder
  1. Go to your steam folder
  2. Delete all files and folders other than your "steamapps" and "userdata"
  3. Start Steam
  4. Let it "update" (It's really pathing all the holes you made, don't worry)

-clean the download cache [LINK]

I figured you might say something like that, Mr. Tech Support. ;D I restarted my computer, yes. I have Norton 360, but for as long as I've had it, why would it suddenly start blocking VAC? Also, reinstalling what?

I don't know if you've seen my post about my bad luck recently, but if you didn't, I rendered my phone almost unusable by dropping it. Many things don't work. This includes 1/4 of my touch screen and most of my display. This was a problem for Steam Guard. I could only open the app by clicking on my notification (about a new log in) before I unlock my phone, and the only way I could see the code was to go into the view where you can close apps and move it to the bottom of the screen (where the screen is fine). The point is, my phone is always getting worse so I might not be able to do the Steam Mobile Authenticator when I log out in the future.

There's a thing called Steam Desktop Authenticator that mimics the app you need for Steam Guard, but it goes on your Computer instead. :D It works fine for me. The only issue is if someone that wanted to break into your account, they wouldn't need your phone to get into the Account (You can set up a Password on it though, so they'd have to know both your Steam Password and Authentication Password.)

I couldn't get that to work on my machine before they released the app for WinPhones. I used Bluestacks instead, an android emulator that accomplishes the same thing as what Animus described, the only difference being no second password to help keep things super secure. The only issue is that it makes you download a couple apps every month, but as long as you use CCleaner to clear out unused programs every once in a while it's not too terrible.
